Small, double-ended tweezer-style forceps with broad, fenestrated jaws with interlocking teeth at tips; forceps has a sliding catch for holding jaws in place; other end contains small, circular jaws with ridged edges that act as a needle holder; item is nickel-plated metal, likely brass.
